The President is impeached and convicted but refuses to leave office. He secures the support of several Congress members and generals. A 2 year battle begins in the courts and the streets.

The police are given more authority to expand their tools to “keep the city safe.” They set-up checkpoints in designated “high crime areas.” This includes North and West Philadelphia.

High school students protest the new authority of the police department. Police react by beating and arresting over 100 students in an incident called “The Spring Garden Assault.”
