Congress passes the “Executive Bypass Law” which assigns a 3 person committee to take charge of the executive branch for 6 years. The committee is made up of senior State Senators.

The police department almost bankrupts the city. The outgoing mayor begins an austerity plan – the complete privatization of transit services, public health and public schools.

The Rainbow Center becomes the only state agency linking citizens to privatized services. Residents form “Houses” to support each other. They are banned. The Houses go underground.
